Symbols Without Substance | Form Without Function
Across Jamaica’s institutional landscape—especially in education—a troubling pattern persists: the Cargo Cult Mentality.
The term originates from Pacific islanders during World War II who, after witnessing Allied troops receive supplies dropped from planes, built imitation runways and bamboo control towers, believing these rituals would summon more “cargo.” They copied the form without grasping the function.
1. Names Without Change
Our schools, colleges, and agencies keep rebranding—adding “High School,” “University,” “Academy,” or “Institute”—as if the new name itself confers excellence. But renaming without retraining, repainting without rethinking, is merely a facelift for a failing system. Changing names without changing minds is intellectual cosmetics.
2. Buildings Without Brains
We keep cutting ribbons for new buildings—glossy structures that photograph well—but the rooms often echo with emptiness. No equipment. No trained personnel. No sustained funding. Like a bamboo control tower, these shells look impressive until you try to make them work.
3. Titles Without Transformation
Degrees multiply while competencies decline. Reports are written, committees formed, and slogans unveiled—but the core issues of literacy, creativity, accountability, and innovation remain largely untouched. Symbols of progress replace the substance of progress.
4. The Illusion of Arrival
This cargo-cult mindset feeds on appearances: if we look modern, perhaps we are modern. But imitation without understanding breeds stagnation. Our institutions wear the garments of development but move with the gait of dependency.
From Symbol to Substance
Real transformation demands investment in people, not just property. We need to fund laboratories before landscaping, equip teachers before erecting walls, and train minds before branding institutions. Jamaica’s greatness will not descend from the skies—it must be cultivated from the ground up.
Until we replace the rituals of imitation with the practice of excellence, we will continue to build monuments to mediocrity and call them progress.
